Association GERES

Organization

GERES - Group for the Environment, Renewable Energy and Solidarity - is made up of a salaried team and some volunteers. Its multi-disciplinary team of more than 150 professionals, is helping to improve living conditions and preserve natural resources.

Members

The association has active and salaried members, as well as sympathisers and associate members. On the 01.09.2017, there were 70 members in total.

  • Active members are individuals wishing to take part in the association's work, and whose application for active membership has been submitted and approved. He or she will act in an advisory capacity and may also vote at the Annual General Meeting.
  • Salaried Members are employees that have been working for moreb than a year in the structure. He or she will act in an advisory capacity and may also vote at the Annual General Meeting.
  • Sympathisers are individuals wishing to take part in the association's work. He or she will act in an advisory capacity and may also vote at the Annual General Meeting, exept for the votes concerning status modifications and the election of administrators.
  • Associate members  are legal entities designated following a vote at the Annual General Meeting on a resolution proposed by the Board of Directors. He or she will act in an advisory capacity and may also vote at the Annual General Meeting, exept for the votes concerning status modifications and the election of administrators.

To become a member, you have to pay membership dues and adhere to GERES Articles of Association and to the Charter of values. The membership for active and associated members is subject to approval from the Board of Directors.

Governance

Since March 2011, GERES governance has been organized at five separate levels :

The Board (CA), represented by the President and within the scope of the powers granted to it by the Annual General Meeting, takes decisions concerning the smooth functioning of the association’s administration, its non-profit management and its policy choices. The Board delegates some powers to the General Director (DG), who is responsible for executive control of the association.

2. The extended executive board (CODIR-E) comprises the whole HQ management team, including the DG, together with country, region and unit directors. It is periodically consulted at the request of the DG or CA concerning strategic issues (HQ resources, medium/long term policy goals, partnerships, etc.). Its decisions are mainly taken at the annual strategy review meeting but may also require a limited number of mid-term meetings during the year. Decisions are taken by majority vote, with the DG having the casting vote if necessary.

3. The executive boards (CODIR) comprise at least the DG and two directors, including a minimum of one country, region or unit director. A CODIR is therefore a somewhat elastic body, usually made up of between three and eight directors (if more directors are concerned, the decision would normally requiring a CODIR-E). Several CODIRs are convened each month, concerning decisions to be taken in consultation with one or several country or thematic directors, on the basis of consensus or, failing this, with the DG having the final say. These decisions are taken on a real-time basis and reported to all members of the CODIR-E.

4. Directors, in the shape of country, region and unit directors along with the heads of HQ departments, have decision-making powers as regards day-to-day management. Every director will have their own management methods and may organize governance at their own level in a particular way, but making sure to share any decisions taken with HQ and the other entities concerned on a regular basis. These directors as a whole make up the CODIR-E.

5. The HQ management team (HQM) means the group of HQ directors, i.e. the General Director and the heads of HQ departments. HQM is in charge of day-to-day issues relating to HQ activities and regularly reports on its decisions and discussions to all members of the CODIR-E.

The Board

The association is administered by a Board (CA), which meets at least twice a year.

Acting as guarantor of the smooth administrative running and not-for-profit management of the organization, it comprises volunteer members elected at the Annual General Meeting and has the widest powers to act in the association’s name, decide on and carry out all operations related to its purpose in connection with resolutions approved by the Annual General Meeting.

GERES Board is made up of at least eight members selected from amongst the active members and, as far as possible, ensures diverse, balanced representation from the world of administrations and local authorities, scientists and researchers, professionals and private individuals, NGOs, etc..

The Board members are elected for four years by the Annual General Meeting and half of them must retire/stand for re-election every two years. The Board is duly registered at the Préfecture. In the event of a vacancy, the Board must make up its numbers through co-option within two months of the vacancy arising, subject to ratification by the next Annual General Meeting.

General Director

Executive management of GERES activities is handled by General Director Laurence TOMMASINO, who attends Board meetings.

Board meetings are also attended by staff representatives, elected by the "Expatriate Employees" and "Employees in France" groups on a rotating basis according to availability.

Teams and establishments

Based in France, close to Marseille, GERES HQ employs 23 people in its back-office departments: administration, accounts, human resources, expertise, fundraising, IT and communications. The GERES Europe-Mediteranean teams work in the same premises.

GERES establishments around the world

In pursuit of its mission, GERES deploys permanent teams in the various countries where it operates. It has permanent offices in France and nine countries in the South.

Established for many years in Cambodia (Phnom Penh) and in Afghanistan (Kabul) GERES teams have high staffing levels (between 20 and 60 people).

In France (Aubagne), in Mali (Bamako and Koutiala) and in Tajikistan (Dushanbe), staffing varies between five and 20 people, while in Morocco (Rabat and Chefchaoeun), Senegal (Dakar), Benin (Bohicon), Myanmar (Yangoon, Pathein et Meiktila) and Mongolia (Ulan-Bator,Tsetserleg, Chinggis Khot), the facilities are managed by small teams (1-5 people).

Finally, GERES is regularly called upon to conduct expert missions (assessments, studies, etc.) in countries where it is not represented. In recent years, teams have operated in Guinea, Ghana, Tunisia, Cameroon, Ethiopia, Nepal, Indonesia, The Philippines, Kyrgyzstan, ...

Staffing

At 31 December 2016, GERES had 169 direct employees (56 women and 113 men).

  • 35 people work in France.
