This project is part of a bigger project called Africa4Climate, a regional support program aimed at implementating resilient and low-carbon development strategies to adapt to climate change in Africa. It’s aimed at strengthening the adaptation capacities of 4 African countries: Benin, Gabon, Uganda and Kenya. Africa4Climate is funded by AFD and FFEM and implemented by Expertise France.
The Hills department, covered by the project, is located in central Benin and includes six municipalities: Banté, Dassa-Zoumé, Glazoué, Ouessé, Savé and Savalou. Its area covers 13,391 km2, which represents 12.30% of the national territory. The department has the particularity to have an intercommunal association called “GIC” (Groupe Intercommunale des Collines). The GIC aims to contribute to a collaborative development of municipalities.
The department is subject to a strong demographic pressure, with a growth of 2.7% per year since 2002. In 2013, the department was home to 716,558 inhabitants.
Climate change is threatening the department’s current agricultural conditions. Projections predict higher temperatures and higher rain concentration, which could lead to a rise of evapotranspiration and soil erosion.
To address these threats in the Hills department, GERES has developed a consortium with IDID, an NGO whose mission focuses on the participatory action research and the strengthening of vulnerable communities’ capacities.
GERES and IDID bring their expertise to the GIC in order to help the technical agents integrate climate change issues in the territorial development strategy, for the next 5 to 30 years. This experience is focused on energy, economic development, agriculture and ecosystem management.
The support program proposed by GERES and IDID is divided into 3 parts:
- Support to the strengthening of capacities to integrate climate change
- Conduct of an energy diagnostic in the Tchéti and Oké-Ové logistics centers
- Capitalization, dissemination and appropriation of the agroecological and soil restoration techniques in the department.
